MOT rules could fail millions of vehicles

Millions of vehicles could fail their MOT due to unresolved safety recalls, according to a rule change. This could result in workshops overwhelmed and customers frustrated as they scramble for the repairs.

The most recent figures from the Driver and Vehicle Standards Agency (DVSA), according to data experts ADS, suggests that an abrupt implementation of a new MOT failure or advisory rule relating to an outstanding recall could see dealerships overwhelmed with workshop demand, leaving “countless” cars off the road.

Over five million cars are potentially affected because dealers have either lost contact with the owner or the customers have failed to respond to initial contact, according to the most recent figures from the DVSA. In 2021 alone, over 2.7 million cars were recalled and fewer than 800,000 were rectified by a dealer. As recalls become more common, the number of cars overdue for an appointment could exceed five million.

Outstanding recalls were announced for the MOT test in July 2023. The previous government had worked on bringing it into the testing criteria and the new administration is expected to implement this change. The timing for the change has not been made clear.

Dealers who don’t act quickly risk being caught off guard when the new rules kick in. They could loose customers and damage trust, ADS warns. A sudden rule change, says ADS, introducing an advisory – or even automatic MOT failure – for unresolved recalls could trigger a “nightmare scenario,” with millions of customers rushing for repairs at once.

“Dealer workshops would be overwhelmed, parts supply strained, and thousands of drivers left unable to use their vehicles – ultimately threatening dealer reputation and brand loyalty,” it said.
