Sadiq Khan launches City Hall Developer with £100m investment in Silvertown housing scheme

Sadiq Khan has launched a new City Hall housing development initiative backed by a £100 million investment in the Silvertown Partnership, a major East London scheme expected to deliver 7,000 homes in the Royal Docks.

The announcement marks a significant shift in how City Hall plans to support housebuilding. Under the new City Hall Developer initiative, the Greater London Authority will take a more direct role in housing delivery through investment, partnerships and development activity, rather than relying solely on funding or supporting third-party organisations.

Silvertown will be the first major project delivered under the approach. Around 1,000 homes are expected to be under construction by 2028 as work progresses on the wider 7,000-home development.

Khan announced the agreement during a trade mission to Singapore and Japan, where he is promoting London as a destination for international investment. As part of the visit, the Mayor toured Singapore’s SkyResidence development in Queenstown alongside representatives from the Silvertown Partnership.

The initiative draws inspiration from Singapore’s long-standing model of public involvement in housing delivery. The state has played a central role in building homes and shaping urban development through long-term investment and land ownership.

City Hall says the new approach will help unlock development opportunities, increase affordable housing delivery and speed up construction on sites that have struggled to move forward through conventional market-led routes.

The initiative is being supported by nearly £2 billion from government through grant funding and low-interest loans of 0.1 per cent. The funding is intended to help housing associations increase the supply of new homes across London.

The Silvertown agreement represents one of the largest investments made by a Mayor of London into a single development site and forms part of a wider pipeline of projects City Hall hopes to bring forward through direct intervention, co-investment and joint venture arrangements.
