Selective Licensing Scheme to launch in Westminster
A new Selective Licensing Scheme is set to be introduced by Westminster City Council for private rented properties from Monday, 24th November 2025. The scheme aims “to improve housing standards, protect tenants, and support responsible landlords across designated areas of the city,” the council says.
Under the Selective Licensing Scheme, landlords who operate in 15 of the borough’s 18 wards will be required to obtain a license for each of the privately rented properties they manage. The scheme follows “extensive” consultation with residents, landlords, and stakeholders, and is part of Westminster City Council’s “wider commitment to tackling poor housing conditions and supporting safe, well-managed homes.”
“Everyone deserves a decent, safe place to live,” Councillor Ellie Ormsby, Cabinet Member for Regeneration and Renter, said. “This scheme will help us raise standards in the private rented sector, crack down on rogue landlords, and ensure tenants are treated fairly. We’re working closely with landlords to support compliance and make the process as smooth as possible.”
The Selective Licensing Scheme will apply to any property in an area identified as having a high level of privately rented homes, anti-social behaviour, and poor housing conditions.
The borough began accepting licensing applications on 1st October 2025, with landlords encouraged to apply for a license before the scheme goes live to avoid enforcement action.
