New planning rules to fast-track homes near England’s train and Tube stations

New planning rules introduced by the government on Monday 17th August are designed to accelerate building homes near “well-connected” train, tram and underground stations across England.

The changes give greater weight to public transport when planning decisions are made, with a default presumption in favour of housing within a reasonable walking distance of suitable stations. New minimum expectations for housing delivery in these locations are also intended to make better use of land that is currently underdeveloped.

The government says the approach could help thousands of new homes move from planning proposals to construction while supporting jobs, investment and local economic growth. The reforms form part of its wider ambition to deliver 1.5 million homes, with the programme now described as having passed the quarter-way point.

The revised planning framework also aims to reduce delays caused by unnecessary consultation. Councils will no longer routinely require approval from public bodies where specialist input is not considered necessary, while organisations such as Sport England, the Gardens Trust and Theatres Trust will retain roles in cases where their expertise is relevant.

There are also measures intended to give councils more flexibility when considering developments that provide facilities and infrastructure communities need, including shops, leisure space, clean energy projects and food production.

The government says protections for pubs and music venues will remain part of the planning approach, reflecting their importance to local communities, employment and high streets.

The latest reforms follow measures announced for rural businesses, including changes intended to make it easier to develop reservoirs, greenhouses, polytunnels and farm shops.
