Starmer was warmly welcomed at Kyiv railway station by the UK’s ambassador to Ukraine, Martin Harris, and Ukrainian envoy Valerii Zaluzhnyi. The centrepiece of his visit is the signing of the 100-year partnership agreement, which will extend beyond military aid to include cooperation in science, culture, and security. Speaking en route to Kyiv, Starmer emphasised the agreement’s long-term significance, stating, “This is not just about the here and now; it is also about an investment in our two countries for the next century.”
The partnership comes as Ukraine continues to look towards the UK and other allies for security guarantees to deter future aggression. While joining NATO remains a top priority for Zelensky, other measures, such as deploying peacekeepers to patrol potential buffer zones, are also on the table. The partnership will strengthen military collaboration, particularly in maritime security, drone technology, and healthcare, alongside the £12.8 billion already pledged by the UK to Ukraine. Additionally, the UK has committed to providing £3 billion in annual military aid for “as long as it takes.”
British-supplied weaponry, including Storm Shadow missiles, has already played a significant role in Ukraine’s defence, enabling strikes on Russian military facilities far from the frontlines. While welcomed by Kyiv, these developments have been met with strong criticism from Moscow.
The treaty and accompanying political declaration are set to be presented to Parliament in the coming weeks.
