Defence agreement signed between Canada & South Korea

Canada and South Korea have signed a new defence agreement, around a month after Canadian PM Mark Carney called on middle powers to band together amid “great power” economic coercion, Canadian broadcaster CBC reports.

Following negotiations which concluded in October, the two nations signed the defence agreement on Wednesday 25th February 2026, relating to the “exchange and protection of classified military and defence information,” according to the broadcaster.

In October, the Candain government said that the defence agreement would provide a legal basis to improve collaboration on defence procurement, industrial security, research, and more. At the meeting this week, the two countries agreed to update their strategic partnership, reflecting the current geopolitical climate and start on negotiations for a defence cooperation agreement. This includes a legal framework for cooperation between the Canadian and South Korean militaries.

Carney urged nations to work together against “American hegemony” in a speech at the World Economic Forum in Davos, as well as efforts from powerful nations to subjugate the smaller ones.

The agreement comes as South Korean Hanwha Oceans competes with German submarine maker TKMS for a contract to supply Ottawa with up to a dozen new submarines. Canada is also looking for industrial benefit beyond the submarines themselves, according to Industry Minister Melanie Joly, who added that the nation hopes to expand the building of vehicles from Korean, German, and Chinese car manufacturers.
