DVSA updated rules for learner drivers now in place

Learner drivers across the UK will face tougher restrictions from the DVSA. The new rules come into effect from 31st March 2026.

From now on, drivers can only make changes to their driving test booking, such as date, time, or test centre, twice, a reduction form the previous limit of six. The DVSA announced that anyone who needs further changes will have to cancel their test and rebook. This will lead to an even longer waiting time.

“From March 31 you will only be able to make 2 changes to a car driving test booking,” the agency said on X. “If you need to make more changes after you have used your 2 changes, you will need to cancel your test and book a new one.”

This is part of the initial phase of further planned changes in the coming months that hope to combat booking misuse and provide better access to driving tests.

From 12th May, learner drivers will be solely responsible for arranging and managing their driving test via GOV.UK. It will be unlawful for an instructor or third party to make a booking on behalf of a learner. Instructors will also be unable to change or swap driving test appointments or manage a booking in the system.

Learners will now be required to verify that they are the individual sitting the test. According to the DVSA, a friend or relative is still able to provide assistance, bit only if the learner is present and completes as much of the procedure as they can.

From 9th June, more restrictions will be put in place, limiting how much appointments can be rescheduled. A learner will only be able to change their test to one of the three closets test centres to their original booking, preventing people from securing a slot nationwide and then relocating it.
