X Restores Service in Brazil Amid Ongoing Ban

X restores access to its platform in Brazil despite a judiciary ban imposed last month, allowing users to connect on Wednesday after an update to the network’s servers. This unexpected availability follows changes made by X, owned by tech billionaire Elon Musk, to how its servers operate within the country.

In a statement, an X spokesperson clarified that the restoration was unintentional. “To continue providing optimal service to our users, we changed network providers. This change resulted in an inadvertent and temporary service restoration to Brazilian users,” the spokesperson explained, adding that the platform may soon become inaccessible in Brazil once more. The company is reportedly in discussions with the Brazilian government to resume full services in the future.

The sudden reappearance of X surprised many, including Basílio Rodriguez Pérez, advisor to ABRINT, the leading trade group for Brazilian Internet Service Providers (ISP). He suggested that the switch to servers hosted by Cloudflare, along with the use of dynamic IP addresses that change constantly, could imply a purposeful decision to make the platform accessible. Previously, the system relied on specific IP addresses that could be more easily blocked.

Pérez also noted that these dynamic IP addresses could overlap with critical services within Brazil, such as digital payment platforms like PIX, making a complete block problematic without affecting other essential services.

Despite these challenges, some experts believe that the collaboration of Cloudflare with the Brazilian government could reinforce the ban on X. Felipe Autran, a constitutional lawyer based in Brasilia, commented, “I think the ban would be even more effective if Cloudflare really cooperates with the government. They are a major provider for many Brazilian enterprises and the government.”

Cloudflare has so far declined to comment on the situation. The ongoing dispute between X and Brazil’s judiciary began when the platform failed to comply with a court order to appoint a new legal representative in the country, resulting in the most significant crackdown on the platform to date. This comes after a series of disagreements between Supreme Court Justice Alexandre de Moraes and Elon Musk over the suspension of dozens of X accounts accused of spreading disinformation.

At one point, Musk’s satellite internet service, Starlink, a subsidiary of SpaceX, suggested it would allow Brazilian users to access X. However, the plan was abandoned after Brazil’s telecommunication agency threatened to revoke Starlink’s operating license in the country.

The strained relationship between X and the Brazilian government has left many Brazilians frustrated. As Pérez put it, “It’s a game of chess, and we are merely pieces on the board. It’s not us who are playing—it’s the government and X.”
