London to Lead Digital Transformation of Planning System
London digitises its planning system in a major push towards modernisation, as the City of London Corporation secures £300,000 in government funding. This ambitious project, launching in March 2025, aims to overhaul how planning documents are accessed and used, making local development plans easier for residents, businesses, and developers to navigate. By transforming static PDFs into interactive digital formats, the initiative promises to streamline the planning process and encourage greater public engagement.
For too long, planning policies and local development proposals have been buried in lengthy PDFs, making them difficult to navigate. This initiative will change that by digitising key documents into an interactive format, allowing Londoners to find information more efficiently. The goal is to create a streamlined, standardised digital system that saves time for residents, businesses, and developers while also encouraging greater public participation in the planning process.
The City of London Corporation has been a pioneer in digital planning, already developing interactive dashboards that make it easier to explore planning data. This new funding will allow the City to collaborate with five other local authorities, ensuring the system works across different regions. If successful, this approach could be rolled out more widely, transforming how people engage with planning policies nationwide.
Chairman of the City of London Corporation Planning Applications Sub-Committee, Shravan Joshi, underscored the importance of modernising the system:
“We are living in a digital age, yet the planning system remains largely outdated. This not only slows economic growth but also makes it harder for people to engage with one of the most crucial functions of local government. Our partnership with MHCLG will improve public access to planning data and make the process more efficient for everyone involved.”
This initiative aligns with wider government efforts to digitalise public services. The MHCLG’s Digital Planning Programme has been advocating for more transparent and accessible planning systems, and this new project is expected to serve as a model for other local authorities across the UK.
For Londoners, the impact will be tangible. Whether you’re a homeowner looking at development plans in your area, a business owner considering an expansion, or a developer working on a new project, finding and understanding planning regulations will become significantly easier. A more accessible system could also improve trust between the public and local government, ensuring planning decisions are made with more community input.
As the project unfolds, the City of London Corporation and its partner councils will work on refining the digital system to meet the needs of different regions. By investing in technology, London is leading the way in making urban development more transparent, efficient, and inclusive.
