Westminster Council to Overhaul Housing Solutions Service Amid Rising Homelessness

In response to a surge in homelessness and limited housing options, Westminster City Council has announced a significant overhaul of its housing services. This comes as one in fifty Londoners are currently homeless, highlighting the urgent need for effective support systems.

Starting April 2025, the council will take direct control of elements of the Housing Solutions Service (HSS), which has been managed externally for the past 20 years. This move aims to better support those seeking housing advice and assistance. The decision follows the expiration of the existing contract and unprecedented demand and complexity of needs among homeless individuals.

From 2017 to 2024, the HSS experienced a staggering 302% increase in homelessness applications and a 126% rise in duty acceptances. This surge has placed immense pressure on the current system, prompting the council to redesign the service to ensure it continues to provide high-quality support.

By bringing parts of the HSS in-house, Westminster City Council aims to work closely with residents and service users to create a more community-based and person-centered support system. This initiative is part of the council’s broader commitment to delivering a Fairer Westminster. The redesign will also involve revisions to the Allocations Policy, the development of a new Homelessness and Rough Sleeping Strategy, and an expansion of the temporary accommodation acquisitions programme.

Councillor Liza Begum, Cabinet Member for Housing Services, expressed optimism about the changes: “We are pleased to bring parts of this service directly under the council’s remit. We know that many of our residents will face unique challenges and by changing our services in this way, we’ll be able to respond earlier and provide solutions that address their specific needs.”

The council will ensure a smooth transition for the hardworking staff currently delivering these services, who will become council employees. Collaboration with the current provider will be key to supporting staff through this change.

Westminster City Council’s proactive approach reflects its dedication to addressing the housing crisis and supporting its residents effectively.
