Pimlico heating modernisation system shortlisted by Westminster

Westminster City Council has shortlisted five options for future provision of heating for Pimlico residents and businesses currently served by the Pimlico District Heat Undertaking (PDHU). The options were confirmed at a meeting of the Council’s Cabinet, with the five options being taken forward for further development. PDHU is owned and managed by the council, supplying heat to more than 3,000 homes, 30 commercial premises, three schools, and a post office.

It is England’s oldest district heating system, being “decades beyond its original design life,” Westminster City Council says. It has faced “significant challenges due to its age,” including “frequent leaks, high repair costs, and poor insulation.” Maintaining the network now costs £3.5 million every year, and more in insurance.

A review has taken place to find an option for future provision for Pimlico, supported by technical as well as commercial input and resident feedback, aiming to “balance a range of considerations including affordability, reliability, and environmental impact.

After starting with an evaluation of 33 options, it was narrowed down to 13, before a further process resulted in a shortlist of just five options. These include ‘do minimum’ (replacing pipework,” centralised river source heat pump with gas boilers, centralised river source heat pump with electric boilers, and mobile heat batteries.

Council Cabinet Members have also advanced a Direct Electric option, which will be modelled to factor in different flats being suitable for different in-flat technology. This includes electric combi boilers and storage heaters, and direct cylinders.

The recommended shortlist will now undergo “detailed analysis” along with “ongoing engagement” with businesses and residents. The final decision is expected early next year.
