Pedicabs to be regulated by TfL

TfL has announced its next steps to regulate pedicabs in London following a consultation held earlier this year. The consultation contained proposals to regulate pedicabs for the first time, hoping to “make them safer, ensuring that they are driven, maintained and operated in a safe and professional manner.”

The report revealed that the public has overwhelming support to regulate the industry and improve driver and safety standards. More than 7,500 people took part in the consultation which set out policy principles and sought views from a wide range of respondents.

Three-quarters of people who responded said that they feel unsafe when using a pedicab in London, while 95% agreed that drivers should have to undergo a criminal background check. This would bring them into line with taxi and private hire drivers.

Pedicabs should have appropriate insurance to carry passengers, say 97% of respondents, while 96% felt that music and other audio should be controlled. Over 2,400 comments in response to the consultations were about music in the vehicles. And 85% of respondents said that they felt fares were too expensive.

The responses are now being used to develop “detailed” policy proposal for pedicabs in the capital. These will be subject to an additional consultation later in the year. This is to ensure that the industry as well as Londoners are able to have their say on the specific proposals for regulations, including details on safety regulations and a potential fare structure.

The goal is to bring about the regulations early in 2026.

“This ongoing engagement will ensure that any future regulation is fair, proportionate and effective in addressing concerns raised while supporting a safe and professional pedicab industry in London,” TfL says.
