John Fletcher to lead licensing strategy as Square Mile’s nightlife and street culture evolve
John Fletcher, who has represented Portsoken Ward since 2011, has been elected Chairman of the City of London Corporation’s Licensing Committee. He will be taking the reins as the Square Mile continues its transformation into a seven-day-a-week destination.
His role will oversee licensing for everything from pubs and bars to club venues and al fresco dining, working to ensure that the City’s fast-growing hospitality and late-night economy continues to thrive, while remaining safe, orderly, and community-minded.

Balancing business, nightlife, and residents’ needs
The Licensing Committee ensures all licensing decisions comply with four key objectives:
- Preventing crime and disorder
- Protecting public safety
- Minimising public nuisance
- Safeguarding children from harm
With over 960 licensed premises in the City, including more than 160 outdoor-serving cafés, bars, and restaurants, the committee plays a vital role in shaping the social and economic fabric of the Square Mile.
What is Destination City?
Fletcher acknowledged the contributions of outgoing Chair James Tumbridge, who will stay on as Deputy Chair. He emphasised the importance of supporting the Destination City strategy while respecting residents’ quality of life:
“I look forward to working with Members, City Police, and Corporation officers on how to balance the ambitions of Destination City with our residents’ expectations for a safe environment and a peaceful night’s rest.”
The Destination City initiative is the City Corporation’s strategy to attract more workers, tourists, and cultural visitors to the Square Mile, especially on Fridays, Saturdays, and Sundays.
With a 5% annual footfall increase target, the City is reimagining its streets and spaces, widening pavements, improving cycling infrastructure, and supporting a more vibrant, liveable environment for all.
