New Initiative Empowers Westminster Residents to Launch Social Enterprises

Westminster residents with entrepreneurial aspirations now have a unique opportunity to receive expert support and guidance to launch their own social enterprises. Funded by Westminster City Council’s public health team, this two-year project is designed to help locals create community-based businesses that provide essential services for older adults, disabled residents, and individuals with learning difficulties.

Community Catalysts, a dedicated team within the borough, is spearheading this initiative. They are committed to assisting residents in either establishing new enterprises or enhancing existing groups and businesses. This team provides comprehensive support, guiding participants from the initial idea phase to the expansion of support groups for elderly residents or those with Special Educational Needs and Disabilities (SEND). Ensuring all necessary policies and procedures are in place, they prioritise safety and legality in these community ventures.

Gareth Wall, Bi-Borough Director of Integrated Commissioning at Westminster City Council, highlighted the significance of this collaboration: “We’re really pleased to be working with Community Catalysts to help create and support micro-enterprises that are of interest to people who draw on social care. It’s a partnership that fits with our aim to co-produce services with local people and take a person-centred approach to social care.”

The philosophy behind Community Catalysts is to promote independence and allow individuals to pursue their passions. Once these enterprises are up and running, they will offer a wide range of activities for residents, such as drama workshops, DJ lessons, and coffee mornings. These activities are designed to support people in engaging in what they love while ensuring the enterprises are sustainable and can thrive long-term.

Cllr Nafsika Butler Thalassis, Deputy Leader and Cabinet Member for Public Health, Adult Social Care, and the Voluntary Sector, expressed her enthusiasm: “Our city is home to so many inspiring residents and community groups, and by working with the Community Catalyst team, we can support even more people in sharing their passions or making their business dreams a reality. I can’t wait to see the variety of enterprises in action and ensure that these groups become part of people’s weekly routines for many years to come through our support.”

This initiative is part of Westminster City Council’s broader strategy to provide continuous support for residents. Programs like Community and Maternity Champions or Social Prescribers also adopt a people-centric approach, ensuring residents receive the tailored support they need. The council hopes that the Community Catalysts project will help address and reduce longstanding health inequalities in the borough.

Additionally, the Council is introducing a Local Area Coordination programme aimed at reducing, preventing, and delaying the need for formal health and social care. This programme will enhance access to early intervention and prevention support, making it easier for residents to get the assistance they need.
