City of London Launches Bold New Policing Plan to Tackle Fraud and Boost Economic Growth

The City of London Policing Plan for 2025–2028 sets out a new strategy to reduce crime, build trust, and tackle fraud and cybercrime in the Square Mile.

Tijs Broeke, Chair of the City of London Police Authority Board, introduced the plan at the Court of Common Council – the City Corporation’s main decision-making body – calling it “central to the City’s future success.”

Safety and Security to Drive Economic Confidence

The strategy is closely tied to Destination City, the City Corporation’s wider economic growth programme. It aims to attract more workers, businesses, and visitors to the Square Mile by making it even more secure and welcoming.

“Fraud and cybercrime are real threats to our economic security,” said Broeke. “This plan shows how we will meet them head-on.”

Already the UK’s lead force for fraud, the City of London Police will focus on tackling economic and cybercrime on a national scale – crimes that affect millions and cost the UK billions annually.

What’s in the Plan?

The 2025–2028 Policing Plan sets out clear priorities:

  • Making the City of London Police one of the most inclusive and trusted forces in the UK.
  • Cutting theft and violence across the Square Mile.
  • Enhancing counter-terrorism strategies.
  • Putting victims at the heart of policing decisions.
  • Strengthening community engagement and visibility.

Broeke emphasised that the plan goes beyond crime prevention. “It’s about building trust with communities and supporting the engine of the UK economy,” he said.

Accountability and Oversight

The City of London Police Authority Board will oversee the delivery of the plan and hold the Commissioner and senior leadership accountable over the next three years.
