Trump Pauses Tariffs on Mexico and Canada, But Trade Tensions Remain

President Donald Trump suspends controversial tariffs he had threatened to impose on Mexico and Canada, delaying a potential trade war that could have sent economic shockwaves through North America and beyond. The 30-day pause follows last-minute negotiations, with both neighbouring countries agreeing to concessions on border security and measures to combat fentanyl trafficking. While Trump can claim a victory for his “America First” agenda, Mexico’s President Claudia Sheinbaum and Canada’s Prime Minister Justin Trudeau have also managed to secure breathing room for their economies.

Trump’s approach to using tariffs as a bargaining tool is nothing new. His administration previously imposed tariffs on steel and aluminium imports from key allies, including Mexico, Canada, and the EU, arguing that they were necessary for national security. This time, however, the stakes were higher, with Trump proposing sweeping tariffs on North American goods. Although the agreement has temporarily eased tensions, uncertainty remains over what happens once the 30-day period ends. Many businesses reliant on cross-border trade are likely to delay investments and hiring decisions until a clearer picture emerges.

For Canada, the temporary truce is a relief, especially given that Trudeau’s government is in its final weeks before a transition. The Canadian government has already committed to strengthening border security, including the use of drones and additional patrols, in an effort to meet US demands. However, there is concern that Trump’s economic threats have strained the US-Canada relationship, raising questions about the long-term stability of trade between the two allies.

In Mexico, Sheinbaum has taken a cautious but diplomatic approach, repeatedly calling for calm during negotiations. In the end, she secured a key commitment from Trump—not only to suspend the tariffs but also to take stronger action against the flow of firearms from the US into Mexico, which fuels cartel violence. While Mexico has agreed to step up enforcement against fentanyl smuggling, Sheinbaum now has a crucial window to turn this temporary reprieve into a lasting solution.

Despite the pause, tensions over trade remain high. Trump’s broader tariff plans include a scheduled 10% increase on Chinese imports, set to take effect imminently. Meanwhile, North American businesses and policymakers are left wondering whether the White House will ultimately double down on its protectionist policies or seek a more stable long-term arrangement.

The temporary suspension of tariffs has brought relief to businesses, but experts from the Office of the United States Trade Representative warn that the long-term stability of North American trade relations remains uncertain.
