State visit renews diplomatic focus between UK and France

President Emmanuel Macron’s visit to the UK this week has drawn attention not only for its ceremonial trappings, but for the steady diplomatic groundwork being laid behind the scenes. Though Britain’s relationship with France has had its fair share of strain in recent years, this visit marks a shift, less about grand declarations and more about rebuilding consistency in dialogue.

The French president’s reception, complete with a Windsor Castle welcome and the formalities of a state banquet, coincides with a change in tone from Downing Street. Prime Minister Keir Starmer’s government has made restoring ties with European partners one of its quieter priorities. While the two countries differ on approach, the tone of this visit signals more willingness to find common ground. Any agreement on reducing crossings to the Kent coast will fall short of solving the wider challenges around migration policy – but it represents a change from the often combative exchanges of the last few years.

The visit also touches on broader concerns. Both France and the UK have a long-standing security partnership, particularly around defence strategy, Ukraine, and nuclear capability. As two permanent members of the UN Security Council, the alignment of their positions matters, particularly as Europe considers its future role with or without reliable US involvement.

Questions about the durability of Western support for Ukraine have become more pressing, especially with November’s US election approaching.
