Missouri proposes registry for pregnant women

A proposed bill from a representative of the state of Missouri would make a list of expectant mothers in the state, with a goal to “reduce the number of preventable abortions.” House Bill 807 has been nicknamed the “Save MO Babies Act.” It was proposed by Rep. Phil Amato, R-Arnold. This is the latest controversial measure from a US state since the overturning of Roe v Wade opened the door to abortion restrictions in America.

If the bill passes, Missouri would create a registry of everyone who is pregnant in the state “who is at risk for seeking an abortion” through the Department of Social Services, the Division of Maternal and Child Services. It would become law on 1st July, 2026.

The registry would also incorporate hopeful adoptive parents who have undergone certain screenings such as background checks, home studies, and other investigations.

It would also force Missouri to “promote the safe and healthy birth of children in the state through the utilization of existing resources; coordinate community resources and provide assistance or services to expecting mothers identified to be at risk for seeking abortion services; and prevent abortions through the adoption of children by fit and proper adoptive parents.”

The bill does not specify what it defines as being “at risk” f seeking an abortion. A response, evaluation, and legal team, made up of ten members would be appointed between the department’s director, the state’s governor, and its supreme court.

According to the Missouri Department of Health & Senior Services, in 2022, there were just over 3,000 abortions in the state. That is a 62% decrease from 1999 which saw over 8,000. The St. Louis area had 53 in 2022.
