Limitless highway proposed in Arizona
A lawmaker in the US state of Arizona has introduced a bill for a limitless highway, inspired by Germany’s autobahn. Nick Kupper, a Republican member of the state’s House of Representatives, introduced a bill titled the Reasonable and Prudent Interstate Driving (RAPID) Act.
The RAPID act would “authorize derestricted speed zones for non-commercial vehicles during daylight hours on qualifying rural interstates,” removing speed limits on some of the roads in the state. On the roads that it refers to, the speed limit is currently 75mph. The law would introduce a nighttime limit of 80mph and apply only on roads where, according to The Autopian, “it makes sense.” It also introduces measures to punish those who exploit the limitless roads, the website reported.
The Arizona Department of Transport (ADOT) would use engineering studies, safety records, and design standards for highways when determining which roads are eligible for the change. Existing “reasonable and prudent” standards will remain and the bill introduces stricter civil penalties for misuse of the limitless zones.
This is not the first time a state in the US has had roads without speed limits. For many decades, Montana also had limitless highways. Daytime limits were defined only as “reasonable and prudent,” but until 1999 when a 75mph speed limit (since increased to 80mph) was introduced, there was no specific speed limit.
According to Kupper, Montana’s no-limit period saw crash rates fall even as speeds on its roads climbed.
“Montana showed that you can modernize speed laws without sacrificing safety,” Kupper said. “When rules are clear and focused on driver behavior, states can let safe highways operate as they were designed to operate. Arizona should benefit from those lessons instead of sticking with limits that don’t reflect reality.”
A review from the Montana Legislative Audit Division backed up this claim but said that seatbelt use and driver behaviour had bigger impacts than the posted speed limit.
