City of London Elects New Sheriffs for 2025–26
Robert Hughes-Penney and Keith Bottomley to take up historic civic roles this autumn as City of London sheriffs.
The City of London has today elected Alderman Robert Hughes-Penney and Deputy Keith Bottomley as the next Sheriffs of the City of London, continuing a centuries-old tradition of public service. The pair were formally chosen at Common Hall at Guildhall and will take office on 26th September 2025, serving a one-year term.
They will succeed Gregory Jones KC and David Chalk, and assume key ceremonial and ambassadorial responsibilities in support of the Lord Mayor and His Majesty’s Judges at the Central Criminal Court – the Old Bailey.
A Tradition Steeped in History
Dating back to the Middle Ages, the role of Sheriff is among the oldest civic offices in the City of London. While still honouring its historical roots, the position today plays a vital part in promoting UK financial and professional services on the international stage and upholding the rule of law.
As Sheriffs, Hughes-Penney and Bottomley will reside at the Old Bailey, supporting the judiciary and engaging with a wide range of City stakeholders, including business leaders, charities, schools, diplomats, and the City Livery.
Meet Alderman Robert Hughes-Penney
Born in Brazil and educated at Manchester Metropolitan University and Sandhurst, Robert Hughes-Penney brings over three decades of experience in the City. A former officer in the 13th/18th Royal Hussars (QMO), he entered the financial sector in 1993 and is currently an Investment Director at Rathbones, where he manages global multi-asset portfolios.
He is also Chair of The CityUK Business Council and a committed supporter of several charitable causes, including the Army Central Fund and Morden College. First elected as a Common Councillor, he has represented the Ward of Cheap as Alderman since 2018.
“During my year as Aldermanic Sheriff, I will be guided by the principles that have shaped my career and public service,” Hughes-Penney said. “Keith and I feel privileged to have been given this opportunity and are committed to carrying out our duties with diligence and respect for the traditions of the role.”
Meet Deputy Keith Bottomley
With a background in banking, communications, and youth policy, Keith Bottomley has been a vocal presence in City leadership, most recently as Deputy Policy Chairman of the City of London Corporation. A chartered banker and former Director of Communications at NatWest Group, he also chairs the Partnership for Young London.
He has served as a school governor across multiple City academies and is currently Deputy Chair of Governors at the City of London School.
“My business experience across financial services, banking, and communications will stand me in good stead,” Bottomley commented. “I intend to use this platform to promote opportunity for young people, the value of skills and education, and the importance of diversity.”
An Office at the Heart of Justice
As part of their official duties, the Sheriffs will support the Lord Mayor’s civic responsibilities, and promote the City of London’s values in both domestic and international arenas. Their presence at the Old Bailey ensures continuity of City tradition, and support for the legal system, recognised globally as a cornerstone of business confidence.
