The children’s services by the City Corporation have been awarded an Outstanding rating following a recent inspection by Ofsted, marking a significant achievement for the Square Mile’s governing body.
Christine Kennet, His Majesty’s Inspector, highlighted the City Corporation’s distinctive approach to child welfare, noting that children living in or arriving in the City receive “excellent services” that are “making a significant difference to their lives.” Ofsted’s report commended the services’ strong leadership, with the senior leadership team described as “excellent champions” dedicated to helping children reach their full potential.
One of the standout aspects of the inspection was the consistency and stability provided by the workforce. Inspectors praised the social workers for building “trusting relationships” with children, often keeping the same social worker throughout a child’s journey. This continuity, combined with “excellent training in systemic practice,” has fostered a highly skilled team with a strong focus on equity and equality.
Ofsted also recognised the positive impact of partnerships with commissioned and partner services, which provide both practical and emotional support to children and families, including unaccompanied asylum-seeking children—who make up the majority of the City of London’s children in care and care leavers.
The report also noted the unique political setup of the City Corporation, which benefits children’s services through strong connections with the business community, enhancing opportunities and networks for children in care.

Chris Hayward, Chair of the Policy and Resources Committee, expressed pride in the achievement, stating, “This Outstanding rating reflects the dedication, expertise, and compassion of our entire team.”
Helen Fentimen, Chair of the Community and Children’s Services Committee, added, “This recognition is a testament to the hard work and commitment of our social workers, leaders, and partners.”
Yvette Stanley, Ofsted’s National Director for Regulation and Social Care, praised the Corporation’s success in supporting children to realise their potential, calling the report “a significant achievement” for the City of London.
