130 Fenchurch Street office tower approved: new public route to Leadenhall and free sky garden

The City of London has unanimously approved the 130 Fenchurch Street office tower, clearing the way for 57,491 square metres of new Grade-A workspace and a landmark public terrace 20 storeys up. The 31-storey scheme, formerly Fountain House, sits within the Square Mile’s cluster and has been designed to safeguard key views towards St Paul’s Cathedral and the Tower of London.

The 130 Fenchurch Street will support an estimated 3,610 jobs and forms part of the City Corporation’s drive to deliver at least 1.2 million square metres of additional floorspace by 2040. Demand for best-in-class space remains strong, with newly built offices reporting extremely low vacancy rates.

This is the seventh major office consent in 2025, taking approvals above 300,000 square metres so far this year. The ground floor will include 300 square metres of publicly accessible space with food, drink and retail, while the free 20th-floor sky garden will be open seven days a week for workers, residents and visitors.

A new north–south pedestrian route will be delivered as the first stage of a link from Fenchurch Street to Cullum Street, the Lime Street Estate and Leadenhall Market, improving step-free access and legibility through the eastern City.

Tom Sleigh, Chair of the Planning and Transportation Committee, said the project “captures our ambition to unlock growth… delivering jobs, public space and best-in-class offices at the scale the UK economy needs.”

Demolition of the existing building is scheduled for 2026, with completion targeted for 2030. The City Corporation will promote the pipeline to investors at Expo Real in Munich as it seeks partners aligned to its sustainability goals and long-term plans for the Square Mile.
