Congestion Charge changes proposed by TfL
TfL has unveiled proposals to raise the Congestion Charge from £15 to £18 per day starting 2 January 2026, marking the first increase since 2020. The plan aims to manage central London’s traffic congestion and promote the adoption of electric vehicles. The public consultation on these changes is open until 4th August 2025.
Under the new proposals, electric vehicles (EVs), which are currently exempt from the congestion charge, will receive a 25% discount for cars and a 50% discount for vans, heavy goods vehicles (HGVs), and quadricycles registered for Auto Pay, effective from 2 January 2026. These discounts will be reduced to 12.5% for cars and 25% for larger EVs by 4 March 2030.
Additionally, from 1st March 2027, new applicants for the 90% Residents’ Discount will only be eligible if they own an electric vehicle. Existing residents registered before this date will retain their discount, provided they continue to meet eligibility criteria and renew annually.
TfL’s analysis indicates that without these changes, an estimated 2,200 additional vehicles could enter the Congestion Charge Zone on an average weekday, exacerbating congestion issues. The proposed adjustments are part of a broader strategy to encourage sustainable travel and support London’s transition to a greener future.
